I have the honour to acknowledge
the receipt of your Despatch No. 152 dated the 4th. August,
1905, in which you state that you will be glad if the fees
paid for junks employed in connection with the Admiralty
Extension Works in Hongkong could be refunded to the Con-
-tractor.

The total amount involved, viz.:-
$439,is small, and I have carried out your instruction to
the extent of refunding the proportion of the fees, viz.:-
$351 not already credited to the Imperial Government as
Military Contribution.
3.
I desire to point out, however,
that the principle of this refund seems to me to bear some-
-what hardly on the Colony.
4.
The licensing of cargo boats is,
as you are aware, necessary to enable them to be regulated
